| Gov. Muhammadu Inuwa Yahaya |
Gombe State Governor Muhammadu Inuwa Yahaya has joined a growing chorus of voices mourning the death of Alhaji Ibrahim Ladan Duguri, Executive Secretary of the Bauchi State Health Contributory Management Agency (BASHCMA), who was killed in a road accident alongside four of his children.
In a statement issued on Monday by Ismaila Misilli, Director-General of Press Affairs at Government House, Gombe, Yahaya described the loss as heartbreaking. He noted that the simultaneous death of a father and four of his children represents a devastating tragedy not only for the immediate family but for Bauchi State as a whole. On behalf of the government and people of Gombe, he extended condolences to his Bauchi counterpart, Senator Bala Mohammed, the state government, the people of Bauchi, and the bereaved family.
“Our hearts are with the government and people of Bauchi State, particularly the bereaved family, as they grapple with this painful loss. The people of Gombe State join you in mourning Alhaji Ibrahim Duguri and his beloved children. We pray that Almighty Allah grants the family the strength and fortitude to bear this devastating tragedy,” Yahaya said. He prayed for the forgiveness of the deceased’s shortcomings and for their admission into Aljannat Firdaus, while also seeking comfort for family, friends, colleagues, and all affected. Yahaya specifically prayed for the speedy and complete recovery of Suleiman, the surviving son who sustained critical injuries.

The accident occurred late Saturday evening, 17 October 2026, at Yalwan Duguri in Alkaleri Local Government Area of Bauchi State as the family travelled. Duguri and four children—Hajara, Usman, Rukayya, and Maryam—died. Suleiman survived but was reported to be in critical condition. Funeral prayers were held on Sunday, 18 October, at 11:00 a.m. at the palace of the District Head of Yalwan Duguri, in accordance with Islamic rites.
Bauchi Governor Bala Mohammed, in his own statement signed by Special Adviser on Media and Publicity Mukhtar Gidado, called the deaths a monumental loss to the state, especially the health sector. He described Duguri as a dedicated public servant who advanced the state’s health contributory management system and worked to expand access to care, particularly for the less privileged. Mohammed also highlighted Duguri’s service on Bauchi’s medical teams during Hajj operations in Saudi Arabia, where his commitment to pilgrim’s welfare was valued. The governor noted a personal dimension: Duguri was a close friend and classmate, making the loss feel like that of a trusted companion whose life was defined by service and loyalty. Mohammed urged residents to support the family with prayers and compassion and prayed for Suleiman’s recovery.
Who was Ibrahim Ladan Duguri and why does BASHCMA matter?
BASHCMA was established by law in 2017 to implement a mandatory social health insurance scheme in Bauchi. Its mandate centres on mobilising and managing resources to finance quality healthcare through public and private facilities, providing financial risk protection, and advancing Universal Health Coverage (UHC).
The agency runs programmes covering the formal sector (including salary deductions for civil servants), the informal sector, and vulnerable groups through equity funds, the Basic Health Care Provision Fund, and partnerships. moh.bauchistate.gov.ng
Under Duguri’s leadership, the agency enrolled tens of thousands of residents. By early 2025 figures, more than 80,000 vulnerable individuals had been covered across hundreds of primary health centres, with additional enrollments ongoing. Formal-sector registration for state and local government workers progressed, and the agency engaged providers, raised awareness, and worked to expand coverage to informal workers—a critical gap in many Nigerian states. Duguri’s dual role in domestic insurance expansion and Hajj medical support positioned him as a practical contributor to both routine and peak-period healthcare delivery in the state. moh.bauchistate.gov.ng
His death removes an experienced administrator at a time when northern states continue pushing toward broader health insurance coverage amid resource constraints, high out-of-pocket spending, and the need to reach rural and informal populations.
Regional solidarity & the human cost of road travel
Gombe and Bauchi share a border, cultural ties, and a history of mutual support. Yahaya has previously expressed solidarity with Mohammed on personal losses, reflecting the close working relationship among northeastern governors. Condolences of this kind reinforce the idea that tragedies in one state are felt across the region.
The accident itself underscores a persistent challenge. Nigeria’s roads claim thousands of lives yearly through a combination of poor infrastructure, vehicle condition, overloading, night travel, and human factors. Family journeys to hometowns or for social obligations remain common, and multi-fatality crashes involving parents and children are especially devastating because they leave survivors facing both grief and practical upheaval. The survival of one child, Suleiman, offers a fragile point of continuity for the family even as recovery remains uncertain.
Broader reflections
Public statements from both governors emphasise faith, community support, and the value of public service. Mohammed’s personal connection humanises the official loss, while Yahaya’s message frames it as a shared regional sorrow. For Bauchi’s health system, the immediate task is continuity at BASHCMA so that enrollment and service delivery for vulnerable and formal-sector beneficiaries do not stall. For the family, the priority is care for the injured son and the long process of mourning five lives extinguished in a single incident.
Yahaya’s intervention, though formal, adds a neighbouring state’s voice to the mourning and quietly reaffirms interstate bonds in the Northeast. As the family and Bauchi State absorb the loss, the prayers offered by both governors—forgiveness for the dead, strength for the living, and recovery for Suleiman—capture the dominant public response to a tragedy that has touched many beyond the state’s borders.
