The Nigerian Civil Aviation Authority has fined RwandAir for consumer protection infractions. NCAA spokesperson, Michael Achimugu, announced this on his personal X account on Friday.
The agency imposed a 15 million Naira fine on the airline for failing to resolve a passenger’s baggage complaint within the required timeframe.
The authority said the sanction stemmed from RwandAir’s failure to handle the baggage issue under the rules governing consumer protection in Nigeria’s aviation industry.
Additionally, NCAA directed RwandAir to replace the passenger’s damaged baggage and pay $170 as basic compensation.
The NCAA explained that this compensation aligns with Part 19 of the NCAA Regulations 2023, which provides for remedies for passengers affected by baggage issues.
This sanction highlights the authority’s commitment to enforcing consumer protection rules and ensuring airlines operating in Nigeria address passenger complaints promptly.
The NCAA has previously sanctioned both domestic and international airlines for violations.
The agency stated, “The NCAA has sanctioned Rwand Air for consumer protection-related infractions. The airline has been fined 15 million Naira for its failure to resolve a baggage issue within the required timeframe.
“In addition, Rwand Air has been asked to replace the passenger’s damaged bag and pay 170 dollars as basic compensation as outlined in Part 19 of the NCAA Regulations 2023.”
Similarly, five domestic airlines—Royal Air Maroc, Arik Air, Ethiopian Airlines, Aero Contractors, and Air Peace—were sanctioned by the Nigeria Civil Aviation Authority in February 2025, with different penalties still under review.
Just a week earlier, the BCAA warned airlines that failing to process passenger refunds within the timeframe specified in Part 19 of the NCAA Regulations 2023 would lead to sanctions.
