The Delta State House of Assembly on Tuesday approved an executive bill aimed at institutionalizing the payment of a 13th-month salary to public servants in the state.
The Assembly described this development, which is expected to give legal backing and greater certainty to the annual payment of the additional salary to the state’s public workers, as “a major milestone in workers’ welfare.”
The bill’s passage followed its third reading during the plenary session led by Speaker Hon. Emomotimi Dennis Guwor.
Prior to considering the bill, the Assembly suspended the relevant standing orders to facilitate its immediate approval. The motion for suspension was introduced by House Leader Hon. Emeka Nwaobi and was subsequently adopted.
Shortly after the bill was passed, Speaker Hon. Guwor praised members for their “bold step towards strengthening workers’ welfare in Delta State.”
He stated, “The Assembly has once again shown that the primary purpose of government is the security and welfare of the people.”
He also noted that the legislation reflects the state government’s dedication to the well-being of its workforce.
He added, “The passage of the bill further affirms Governor Sheriff Oborevwori’s administration as a welfare-oriented and worker-friendly government. The payment of the 13th-month salary to public servants in Delta State is here to stay.”
Expressing confidence that the policy will boost workers’ morale, enhance productivity, and improve service delivery, the Speaker lauded Governor Sheriff Oborevwori for initiating the welfare policy, which he described as “a significant gesture in recognition of the contributions of public servants to the development of the state.”
Earlier, during his presentation of the report from the House Committee on Establishment, Ethics, and Privileges, Committee Chairman Hon. Edafe Emakpo explained that the proposed law aims to establish a legal framework for the policy while improving workers’ welfare and productivity across the state.
He emphasized that “institutionalizing the payment would provide public servants with greater assurance and certainty, while contributing to improved morale, productivity, and overall well-being.”
The legislation is expected to give stronger institutional backing for the annual payment, enhance worker’s welfare packages, and encourage greater dedication to public service across the state.
